Responsible for sound financial management, revenue administration, budgeting and fiscal governance for the Municipality of Marondera.

Mr J. K. Kachingwe

Finance Director

John Kumbirai Kachingwe has been the Finance Director for the Municipality of Marondera for the past thirteen years. He is a highly experienced Financial Manager and Administrator, having held various positions such as Audit Manager (Urban Development Corporation, 12 years) and Administration Manager (Plan International, 5years). Mr. Kachingwe holds a Bachelor’s degree in Accountancy, as well as a diploma from the Chartered Institute of Management Accountants (CIMA). Additionally, he is a Registered Public Accountant.

Finance Department mandate

The Finance Department is responsible for financial management, revenue collection, budgeting, and ensuring sound fiscal governance of the municipality.

Mr Mungwena

Tinashe Mungwena is a Revenue Accountant with the Municipality of Marondera. Tinashe joined Council in February 2007. Tinashe holds several qualifications namely a Masters degree in Business Administration (MSU), Bachelor’s degree in Accounting (Midlands State University), a Diploma in Accountancy (HEXCO) and a Certificate in Accountancy (HEXCO). Currently, Tinashe is pursuing the Association of Chartered Certified Accountants (ACCA) qualification.

Revenue Collection System: Marondera is currently utilising an Enterprise Resource Planning (ERP) system from Axis Solutions to support billing and financial administration.

Mr Muzawaka

Mr Masimba Muzawaka joined the Municipality of Marondera in January 2017 as an Accountant Expenditure. Masimba holds several qualifications in the commercial and accounting fields namely a Masters degree in Business Administration (Strategic Leadership, UZ), a Bachelor of Science Honours degree in Accountancy (CUT), and various certificates in the accounting field. Masimba is a certified accounting professional registered with the Institute of Certified Public Accountants Zimbabwe (ICPAZ).

Daily cash posting of payments to the cashbook
Preparation of monthly expenditure listings
Preparation of utility bills
Creditors reconciliation and invoicing
Bank reconciliations
Preparation of VAT and informal traders tax returns
Authorization of payments
Preparation of monthly reports
Filing of payment vouchers and bank statements

Valuation

Supporting municipal property valuation and the preparation and maintenance of valuation records.

Valuation responsibilities

Preparation of the valuation roll
